Is it important to ground the Telephone access module? And if so, then to what?

Yes, it is important and required as per NEC as well as FCC regulations. The telephone access unit should and must be grounded to the same communication bond point as the building’s communication equipment. A confirmatory test to determine if the communication bond is the same ground point as the telephone ground is by measuring the voltage (in ON-HK mode) between the Tip and the equipment ground. The potential between the two points should be as low as possible (0>x<275-300mV).
